Mercy Island (levels 1-8) is the starting point for new arrivals to the Rogue Isles. In the northeast is the Arachnos outpost where new villains begin. The southern half of the island consists of the walled-off city of Mercy, behind which lies the Arachnos stronghold Fort Cerberus, where Lord Recluse’s lieutenant Ghost Widow makes her headquarters.
- Arachnos maintains a military presence on Mercy Island, as they do on all the Rogue Isles, mostly in the form of the ubiquitous Wolf Spider soldiers. New villains will quickly get used to getting into fights with Arachnos soldiers who, being bullies, have no compunctions about attacking villains they think they can beat. Lord Recluse follows a philosophy of “survival of the fittest” in his servants; as a result, brawls between supervillains and Arachnos soldiers are tolerated and even encouraged.
- The Rogue Island Police (RIP) ostensibly enforces the law in the Rogue Isles’ private sector. In reality they are nothing more than a bunch of corrupt thugs with badges.
- The Snakes are a race of reptilian creatures whose presence on the Rogue Isles predates human colonization. They are hostile to humans, attacking with swords and their own venomous bites. Arachnos’ presence has driven the Snakes into underground warrens, but Lord Recluse has chosen not to wipe them out entirely, so as to provide a useful challenge for new villains.
- The Infected are unfortunate humans mutated by the toxic water found in parts of Mercy Island.
- The Skulls are a death-worshipping street gang from Paragon City, who appear to have now established a chapter on Mercy Island.
- Longbow are the good guys (not from your point of view, of course). They’re a paramilitary law enforcement organization based in the United States and are tasked with the thrwarting of Arachnos operations. You’ll find Longbow’s red-and-white-uniformed agents skulking about the less well-guarded areas of Mercy Island.
Port Oakes (levels 7-12) was until recently governed by Manuel Marcone, a member of the powerful Family of organized crime. It is now undergoing a bloody mob war following Marcone’s recent arrest by Interpol. Mobsters loyal to the Marcone family are fighting in the streets against those loyal to Manuel’s old consigliore, Guido Verandi.
- Arachnos
- The Family are Paragon City’s organized crime mob. Those Family mobsters found in Port Oakes are of the Marcone branch, trying to cement their position against the “Mooks”, or rival Verandi faction.
- The Mooks are those mobsters loyal to Guido “The Mooch” Verandi, who is making a play for power following the arrest of his old boss, Manuel Marcone.
- Coralax are a mysterious race of aquatic humanoids. Lately the Coralax have been seen ashore on Port Oakes.
- The Hellions are a street gang based in Paragon City. They are long-time enemies of the Skulls.
- The Lost are a loose affiliation of mutants who sprung up after the failed invasion of Earth by the Rikti a few years ago. The Lost recruit from the homeless population; some are armed with salvaged Rikti weapons. Originating in Paragon City, some of their members appear to have found their way to Port Oakes.
- Snakes
Cap au Diable (levels 8-20) contains one of the few genuinely scenic urban areas in the Rogue Isles, the high-tech Aeon City, located in the center of the zone.
- Arachnos
- The Goldbrickers are a gang of thieves that operate throughout Cap au Diable. They fly around on rocket packs and are armed with sonic weaponry. Their leader is an unseen boss named King Midas.
- Gremlins are demonic beings composed of electrical energy. They appear near PTS substations.
- The Luddites are an anti-technology movement.
- The Vahzilok are a group of mad surgeons led by their founder, Dr. Vahzilok, in Paragon City. They scavenge human parts (from the living as well as from corpses) to assemble into Frankenstein-like animated cadavers.
- The Circle of Thorns is a powerful cult of evil sorcerers, active in Paragon City as well as the Rogue Isles. Any place or object with mystical significance is sure to draw the interest of the Circle.
- The Clockwork
Sharkhead Isle (levels 20-30) is a rocky island that is being heavily mined, owing to the recent discovery of an enormous bauxite deposit on the island.
- Arachnos
- The Cage Consortium is the industrial group that controls the mining operation on Sharkhead. They have their own security force policing the island, similar to the Rogue Island Police in both equipment and corrupt brutality.
- The Scrapyarders are the miners who live and work on Sharkhead. They work in miserable conditions and live in wretched shantytowns. Not surprisingly, they’re unhappy about this, and are constantly striking, picketing, or starting fights.
- The Family
- The Slag Golems are an odd breed of beings, basically animated piles of slag and trash. Their physical strength is tremendous.
- The Circle of Thorns
- Freakshow are a street gang from Paragon City, heavily into cybernetic enhancements and random violence. Recently they’ve started poking around Sharkhead.
- The Council is an organization bent on global domination. As such, they’re bitter rivals with Arachnos, which shares similar goals. Nevertheless, the Council has managed to establish a fortress on Sharkhead Isle.
- The Sky Raiders are a mercenary outfit based in the United States. They fly around in ultramodern jetpacks and high-tech weaponry — a sleeker, more professional version of the Goldbrickers, in a way. The Sky Raiders have an offshore base in Sharkhead.

- The Legacy Chain is another organization of “good guys”, a brotherhood of mages dedicated to rooting out evil sorcerers wherever they may appear.
- Circle of Thorns
St. Martial (levels 30-40) is, currently, the most dangerous part of the Rogue Isles accessible to villains.
